SUBJECT; selection of P&Z Board volunteers.
 
Mr. Tillman, I ask that you share this communication with the rest of the City & County Commissioners.  Copies of this communication has also been forwarded statewide to Citizens, legislators and the Media's.   
 
Most blame Idaho's runaway Urban Sprawl & excessive Property Taxes on unfunded new-growth by Developers.
Allowing employees or individuals connected to Idaho's Realtor, Developer & Contractor industries, to serve as ' volunteers' on the P&Z Boards is a Conflict of Interest.
 
As you well know from your past experience as a Legislator, all of the above industries have aggressively Lobbied against all Citizen Sponsored Annexation Reform Bills that would replace Idaho's Forced Growth law with Voting & Property Rights for those living in the effected area.   
 
The practice of not charging Developers appropriate IMPACT FEES, extents the Developer Discount, forcing taxpayers to subsidize Infrastructures for Developer's Developments.
 
This free-ride is also directly  responsible for increased Real Estate sales & profits, through sales of developer properties that have evaded the Impact Fees all other States charge.
 
The heated Taxpayer Revolt & pending Legislative Special Session will reveal these long term conflict of interest practices. This mornings Idaho Statesman ' OUR VIEW' article 'finally' addresses these issues.
 
You have been in the Citizen's corner on these issues while serving in the Legislature and hope you will encourage your fellow Commissioners to re-think their Oath of Office obligations.
