Hi all,
The enclosed 'attachment' is the City of Boise's response,
to my questions concerning how the Infrastructures for new-growth is
funded. Feel free to forward along to interested parties.
Mr. Simmons, Planning Director for Boise contacted me and stated the
following;
Boise only has the authority to collect PARK IMPACT FEES.
On a $300.000 home that Impact Fee is $ 1,186.00. This 'City fee' is also
collected on new-growth in the County as well.
I've also requested an accounting of the Park Impact Fees and how they have
been spent, Mr. Simmons stated he would forward this question along to the Parks
Department for an answer.
We've made numerous requests for disclosure of this information over the
past six years without results, perhaps we will fare better this
time.
My follow-up conversation with Ms.Bolus in Boise City Planning &
Development Services helped reaffirm that growth decisions are being made
by Developers, not by Officials representing Citizen's best
Interests.
Nationwide, Impact Fees are placed on all new-growth, inorder to
fund the costly Infrastructure burden this growth places on nearby
community schools, fire, police, sewer, water and other services.
Idaho's unique Annexation law allows Developers to 'request'
annexation into nearby Cities for their Developments, forcing all area
taxpayers to carry the burden and subsidize services needed
by the Developer.
County residents lying in the path of Developers also become
unwilling victims of Forced Annexation and suffer greatly increased Property
Taxes.
It would appear impossible for PLANNING & ZONING to
make legitimate SMART GROWTH decisions, without first laying the
foundation for new-growth.
During a 2001 Legislative session on Annexation Reform, one of
our legislators approached our Citizens for Annexation Reform group
and remarked, 'do you people think you still have a representative
government ?'
It's widely recognized that the Eminent Domain scandal is driven by
the same Developer, Realtor and Contractor sponsored
lobbyists that controls Idaho government.
Hopefully, there are enough Idahoans left with the backbone
to oust these un-American officials and replace them
with the Representative Government our Forefathers have fought & died
for.
