Voice attack on Dutch language PC

Voice Attack won't install on my Windows 8.1 (Dutch language). I need the English language pack but it does not install. Every time I get the message it failed installing.
This is going on for weeks now and I did not find a solution for the language pack issue. The funny thing is that on my other PC with the same Windows version it installed flawless but that PC is to small to play.
Is there any work around so I can use Voice Attack om my Dutch Windows 8.1?
