Datum eerste tenaamstelling in Nederland VS Datum inschrijving voertuig in Nederland

Good day
can anyone explain me a difference between Datum eerste tenaamstelling in Nederland VS Datum inschrijving voertuig? 

i see suddenly a vehicle GKK-89-B registered in NL in 24-02-2015 
with a date of Datum inschrijving voertuig in Nederland from 03-09-2024 . So why this kenteken was not in the dataset of the kentekens and now it is?

It is possible the first/original license plate was used for fraud or in this case I think the original license plate was a 'grijs kenteken' vehicle (company vehicle for tax benefits, with a V as the first letter). You have the possibilty to change the vehicle to a personal vehicle and when doing that, have the option to get a new license plate.

there is 130K records (kentekens) with a missing data of the first registration in NL and/or date of the first registration ;
the only date information available is [Datum inschrijving voertuig in Nederland]
Unfortunately , this field is only to see on the web page https://ovi.rdw.nl/# 
BUT it is not a part of the dataset m9d7-ebf2. (main gekentekende voertuigen) 

my question to #RDW
1. is it possible to include the field [Datum inschrijving voertuig in Nederland]. in m9d7-ebf2 ?
2. how come [Datum eerste toelating] is not registered for so many cars and is it corrected later on?
