You need to be a local administrator on the server to be able to copy the .admx/.adml files to C:\Windows\PolicyDefinitions.

Unfortunately there is no good answer to this, and Microsoft has kind of screwed the pooch here. The best suggestion I could make is use the latest Windows 10 templates, and hope you don't need a windows 11 specific setting (I know that answer sucks, but that's what it is right now). Well damn, I recently upgraded my ADMX/ADML files using this download Administrative Templates (.admx) for Windows 11 September 2022 Update.msi, are you saying these templates are not compatible with my 97% Windows 10 environment?
