What are the advantages or disadvantages of using *.scolb instead of *.sdatb? What was the motivation to create it? I can imagine that in such a format I can store, for example, a collection of all standards of one calibration kit from a primary experiment. But the database definition of standards only allows me to work with sdatb files. So ...

The data collection files were introduced manly for scolcv, see below.

Data Collections

A single Data Collection file can contain either multiple S-Parameter Data files or multiple VNA
Data files.

S-Parameter Data Collection

S-Parameter Data Collection supports the following file types:
METAS scolb is a zip file format which contains multiple sdatb files,
METAS scolcv is an ASCII text file format which contains multiple standards (correlation between
different standards in the same scolcv file) but only a subset of the information
(no correlation between frequency points and different scolcv files).

and is it possible to use the *.scolcv file to define a database standard?

You can expand the scolcv file in the Database Explorer and select an item.
Then you right click on it and choose Database / Create Databased Standard.

This will save the selected item of the scolcv file as sdatb file and creates an calstd file which points to the created sdatb file.
