Windows is not free software. You need a license for every Windows
system, on physical and virtual machines.

but I'm not able to make "wmx"

Then you also need a genuine VMWare (Workstation...), that allows to
create virtual machines. VMWare Workstation also doesn't come for free.

Or find somebody, who will create the VM for you...

There are free ways of making .vmx files. For example, Robert
Petruska's excellent VMX Builder:

An alternative way is to download some small free appliance:

http://www.vmware.com/appliances/directory/browserapp.html

& then simply install your Windows 98 over the top of it, in the same
way that you might install Windows onto a physical PC that had
previously been running some other operating system.

Finally, you can just do it from scratch:
