WHOIS message

I use WHOIS quite regularly but now I got a message I haven't seen before:

$ whois 81.66.59.201
whois: Don't know what service whois/tcp is.

I don't remember having installed or changed anything recently,
so could anyone give me a hint on where to start looking?

$ d tcpware:whois

Directory SYS$COMMON:[TCPWARE]

$ sea tcpware:services. whois

On my other TCPware systems, the WHOIS client still works (with the same
WHOIS.EXE and SERVICES.)

btw: I know JFM published a 'better' WHOIS client for VMS. But so far
I've been using the native TCPware one and like to stay there. But it
would be nice to see TCPware WHOIS client being improved (e.g. to ask
more than one whois server with one invocation - e.g. until a 'valid'
answer is received from the WHOIS server - per default - stay with the
one whois server if it is explicitely specified - define the list of
default whois server optionally per logical)
