Order of rules

We are getting a lot of complaints from users who can't understand why
they are being spammed. In almost all cases it is because of user rules.
A classic example is:

Allow_From *@yahoo.com

Block_From bar...@yahoo.com

Because the Allow_From always takes precedence the second rule is
ignored.

We plan to embark on a major education programme to assist users manage
their rules better but I wonder if Process might like to consider a
"best practices" link on the PreciseMail User Web Interface including an
explanation of the order of priority on rules.
