Any one knows about On-Chip Variations & PVT versus delay

OCV and PVT are the same but, vary in on concept, that i explain by one example

suppose u design chip that is used at car 's bonet near the engine.
now assume vary critical situation that,
- your chips getting heat, due to engine heat
- chip area near the engine, that part have more temprature and which is located far apart have less temp. compare that the near area
- due to that ur cells in ur chip have different temparature at the same time
  ( but in PVT u have temp and voltage is same for all cells)
- so , we require other type of analysis called OCV


we do OCV for to be more optimistics for our design, by apply OCV ur going to overdesign ur chip.

correct me if i m worng in understanding
