bug: with speed limit set, multiple downloads don't share bandwidth evenly

I've found that if I set a speed limit (lets say 100k/s for this
example) in the preferences and then fire up two downloads one after
the other, the 1st one grabs the full available speed of 100k/s and
the 2nd download thread will come down at a trickle of ~1k/s.

Most frustratingly, even after the 1st file has finished the 2nd file
will not take up all of the allocated bandwidth and will continue
coming down at the extremely slow rate of around 1k/s.

Hi Fuzzwah,

Currently, VisualWget was programmed in this way, if the first
download started, it get all available bandwidth. Then if the second
download start, it will get the bandwidth only when the speed of the
first download was dropped.

But when the first download finished the second download should take
all the available bandwidth (I just test it again but I cannot
reproduced your issue). I'm not so sure, but I think this may be the
server issue. Maybe we can make the download to auto restart if speed
drop to below (let say) 50 percent of available bandwidth.
