Hi,
Is it possible to implement a a global scheduler for the program so it
will only download during certain times of day and certain days?
uTorrent has a good implementation of what I am talking about...

It is possible but we can achieve almost the same functionality by
setting each needed job to start automatically every day, and use the
Windows Scheduled Tasks to automatically start VisualWget at specific
time.
