What you describe is the right way to make the legend visible.
I tried to reproduce your problem today and I could find only one case when this could happen: When no network is open in visone. The moment a network was opened in visone, I was always able to show the legend with the steps you described.
If it isn’t that, visone might be in some weird state due to a bug, so I would suggest to try restarting.
