brahma sUkta 3.2.38 says- fruits of works are attained from this paramAtmA. This is reasonable.

One whose form is deathless, that is, undecaying.
609 OM shrii-vibhaavanaaya namaH .
One who grants every form of prosperity and virtue according to their karma.
