The austerity connected with creation, which is of the nature of knowledge (GYAna mayam tapah) is of great potency. So He is mahaatapah.
'yasya GYAnamayam tapah' - whose tapas is of the nature of knowledge -- Mundaka Upanishad 1.1.9.
Or it may mean that His tapas, which partakes of the nature of Omnipotence, is great and sublime.

One who governs the world.
'raajavat sadaa' -- Like a king - aatmabodham gives this analogy.
He in whose presence all the instruments of perception, feeling and knowing continue their coordinated activity in the Self, the aatman, who is Great Lord vishhnu.

One from whom comes the great sound - the vEda. There is the vEdic saying, 'asya mahato bhUtasya nisvasitam etad Rgvedo yajur-vedaH' - the rigveda and yajur-veda are the breath of that great Being.
