Option to vote for removal of the "Probably Harmless" notice

Hello together,

wouldn't it be a good idea to have a possibility to vote for the removal of the hint "Probably harmless" of some files?
I already had that hint on a lot of PDF documents. The document itself is harmless, that's true, but it contains a link to a website where a user could download content that isn't harmless by any means. Seen all together, the file isn't harmless any more. It's just a different method to get the malware spread around.

I would suggest that there is some kind of "reputation threshold". If some users with good reputation rate this file as "harmful", the "probably harmless"-hint gets removed.
