No. VirtualGL doesn't yet support Wayland.

That isn't what you asked. You asked whether it was possible to
use VirtualGL on a system with *only* Wayland installed, i.e. on a
system with no X11 infrastructure. No, it isn't, because
VirtualGL requires X11 at the moment. VirtualGL can use XWayland
as a 3D X server. VirtualGL cannot redirect rendering for Wayland
applications (yet.)
