Adding Toph

Hi,

I would like to request Vjudge to add Toph as a supported online judge. Toph has 584 problems right now in its archive and it is growing. The community around Toph (10k+ users) is growing as well.

To make the process easy, we can expose APIs to Vjudge if needed.
