license and repackaging/redistribution?

Hello,
I have been a quite happy user of Visual IRC for several years now,
and have recently come to a situation where a free replacement for
mIRC would be quite nice. However, to do so I will need to be able to
package this "for dummies"; that is, with all patches installed and
certain defaults for server and channels already configured.

I cannot find any license file or distribution information for ViRC,
so contacting the author via message board seems to be the next best
option.
