A bug on the lock screen in ios 15.

So ever since ios 15 when I get notifications on the lock screen such as amber alerts or notifications of texts, half of the time double tapping or flicking up until voiceover says activate does not activate or open the notification. It just sits there and doesn't react to my command.  I have to go to messages or my notifications in order to open the text or get more info on the notification. 

Is anyone else experiencing this issue?
