Can't save things in vimperatorrc

For the past several YEARS, I have been unable to save changes to vimperatorrc.

If I for example do ":set gui=nonavigation" then mkv<tab>!  then when I restart Firefox, the navigation line is back. 

MACROS work - the file "c:\Users\<me>\vimperator\info\default\macros" are run.

My \users\<me>\_vimperatorrc contains
"3.14.0 (created: 2016/06/07 23:58:16)
source! "C:\\Users\\<me>\\_vimperatorrc.local"
" vim: set ft=vimperator:

_vimperatorrc.local is never created, the :mkvimperatorrc command writes the file that CALLS the local file, but doesn't contain my changes.  When I google for vimperatorrc, I find;
which says "Ability to :source JavaScript files, and to use a ~/.vimperatorrc file with syntax highlighting if you install vimperator.vim". 
I thought I'd try vimperator.vim, but that link is not found.

I'm on Windows 10, Firefox 47.0.1
