bug(?) causing link-hint mode to trigger despite excluded URL

tl;dr it seems I can trigger link-hint mode, despite being on an excluded webpage (and then I'm in a weird state and need to reload the page).

So far, I have a reproduction steps and non-reproduction steps:

::Reproduction: I can reproduce as follows:
 1. open github.com/ [1] in a new tab
 2. wait for Chrome's spinner to stop loading
 3. hit `f` key
 4. BUG: observe link-hints appeared everywhere
 5. ... otherwise vimium seems to be properly ignoring me (ie: typing the letters for a hint doesn't do anything)

::Non-Reproduction: I can prevent it from happening by inserting step 2.5:
  2.5. hit `j`, `k` (anything but `f`)

::Version/env. info:
- Chrome: Version 59.0.3071.115 (Official Build) (64-bit); Ubuntu 16.04.2 LTS
- Vimium: 1.59
- excluded URL is "https?://github.com/*" and excluded-keys field is empty
- happening for the past week or so

This isn't that annoying, but obviously not desired. Thought I'd post to see if others can reproduce, before I file a bug.
