I can't play videos on Hd or Sd quality, i must set the mobile quality
for ply any video on samsung galaxy s scl.

Try using the setting to play with an external player and download "MX Video Player" from the market. The built in video player's capabilities differ from one device to another and some will not play higher resolution videos.
