Certainly. But not me, I'm on Linux.

Best regards,
Tony.

So am I. But I write books/ebooks that suggest using gvim as a
text editor. Win 8 looks like Android, which has no command line
access that I know of. Short of actually buying Win 8 and
installing the beast, I would like some assurance that Gvim can be
installed and used using the same methods as were used for
earlier versions of MSWin.

I am not a Windows user either, but my understanding is that backwards
compatibility has not been broken in Windows 8; any software that ran in
Windows 7 (or earlier) should be able to run in Windows 8 as well, using
the still-present, albeit de-emphasized, desktop-style interface. The
exception to this is in the new "Metro" interface, which applications
must be specifically designed for. Metro applications must be
distributed via the Microsoft app store as far as I am aware.

The only exception to this is the tablet version of Windows 8, which is
essentially locked into Metro mode. I doubt that Vim would run on that
platform, but text editors are of limited usefulness on a tablet,
anyway.

FYI: android has hundreds of terminal emulator apps and android command line is in most case similiar to that of gnu/linux.
