[vim/vim] sh.vim: 'local' keyword gets wrongly highlighted (Issue #20736)

returnDanilo created an issue (vim/vim#20736)

Steps to reproduce

Open a foo.sh file with the contents:

vim ~/.local/config

Notice how the word "local" is highlighted.

Expected behaviour

Expected for it not to be highlighted.

I bisected and found this was introduced by commit d58a3bf7dac8d53faf42e13cc1152b110f12c404.

This issue is not to be confused with #20735. That one was introduced by a different commit.
