[vim/vim] Add %[FuncName] click handler support for 'tabpanel' (PR #19960)

Extend the statusline/tabline %[FuncName] click region mechanism to work with 'tabpanel'. The callback receives a dict with "area" set to "tabpanel" and a "tabnr" key for the clicked tab page label.
