[vim/vim] `diff` mode glitches in vertical splits when having one of the windows "maximized" and scrolled (Issue #19229)

Dougaak created an issue (vim/vim#19229)

Steps to reproduce

  1. Without loading any profile (i.e. no plugin), run "diffthis" on two files that have quite a difference.

  1. Maximize one window with "vertical resize"

  1. Do scrolling even just with "j/k" keys will make the rendering glitched

  1. Can use "redraw!" to make the windows back to normal, but it will glitch again when scrolling happens

Remark:
I don't see the same issue if I use horizontal splits, or keep the two windows in the same size.

Expected behaviour

Diff (and scrollbind I believe) should have consistent experience regardless of windows size.

Version of Vim

9.1.1680

Environment

OS: Windows 11 (running Vim natively without using WSL)
Terminal: Windows Terminal
Shell: PowerShell
