[vim/vim] command complete=breakpoint and filetypecmd miss items (PR #21419)

What does this change do?

:command -nargs=1 -complete=breakpoint DoBreak :
:breakdel <C-A>     "file func here 
:DoBreak <C-A>      "file func here   expr is missing

Commit message

Problem: Completion for -complete=breakpoint/filetypecmd uses stale
state from a previous :breakdel/:profdel/:filetype completion.
Solution: Reset the state in set_cmd_context() and getcompletion().
