[vim/vim] Feature Request: Support for local highlight groups (#3576)

It would be good to have this feature so that you can customize different colors per active/inactive pane in Vim.

Especially wanted for cursorline highlighting since the cursorline setting is already local, so it would be nice to be able to highlight the cursor line differently per window/pane.
