[vim/vim] patch 9.2.0958: logrotate files are not recognized (PR #21047)

Logrotate configurations currently open without a file type unless the user selects one. This detects logrotate.conf, direct children of logrotate.d, the .logrotate and .logrotate.conf suffixes, and otherwise unclassified files whose first line is a complete path stanza.
The filetype regression test failed for each accepted case before the runtime change. make test_filetype.res and make test_codestyle.res pass with the change.
Codex was used to help implement and test this change.
