[vim/vim] gVim on Windows doesn't display emoji-style (colored) variants of emojis (Issue #18876)

Steps to reproduce

  1. Run gvim.exe --clean.
  2. Copy this text into the buffer: 🐱︎🐱️.

This is what gVim displays for me, notice that both displayed symbols are text-style (monochrome) variants of the symbol CAT FACE (U+1F431):

Expected behaviour

The second symbol should be the emoji-style variant of CAT FACE.

Version of Vim

9.1.1957

Environment

Operating system: Windows 10 Home 22H2,
Terminal: GUI.
