From the README:
Vim is Charityware. You can use and copy it as much as you like, but you are encouraged to make a donation to help orphans in Uganda.
The uganda.txt refererenced there mentions the KCC, but generally refers to the ICCF website. Given that the ICCF is being dissolved and they won't take donations anymore, it might be a good idea to update the file.
Having donated in the ancient past myself, I think that Vim should absolutely remain Charityware. I just think that it could make sense to redirect the donations to ICCF's proposed successor, Kuwasha, instead of just leaving a dead end in Vim's Help files.

As far as I know, the ICCF still accepts donations until the end of the year. For the future, we will probably support a different charity, but I am awaiting an update from the ICCF for this.

I have posted an update from the ICCF on the vim-announce mailing list as well as on the Vim homepage.
I already updated the Vim homepage and moved all links to the new charity Kuwasha. An update to the Vim runtime doc files will follow in the next days
