modifyOtherKeys(?) no longer works in Windows gVim

I used to be able to map <C-`> in Windows gVim, but at some point it recently broke. I'm not sure when.

I am guessing this is related to issues: #12595, #10615, #11831 and
other related issues, which was finally changed in patch v9.1.0050
(pull-request: 12752)

The help says it can be put in the vimrc directly, but for it to work for me I had to put it inside a VimEnter autocmd. After I figured that out, mapping <C-`> (and other keys) now works again.

That is surprising. Not sure why this would matter.
