[vim/vim] omnifunc completions are affecting non-related buffers (Issue #18948)

Steps to reproduce

1. vim --clean
2. :set complete=o ft=vim
3. CTRL-w n
4. `iset

Expected behaviour

There should be no completions provided by omnifunc for vim. The buffer has no filetype and has no omnifunc set up:
