[vim/vim] patch 9.2.0083 missing FEAT_MENU guard for w_winbar_height in window.c (Issue #19556)

Steps to reproduce

These lines should be wrapped in #ifdef FEAT_MENU since w_winbar_height is wrapped inside one.

Expected behaviour

Vim compiled sucessfully without FEAT_MENU
