[vim/vim] Create Code of Conduct, update CONTRIBUTING.md (PR #21456)

Over the last two years there have been a few incidents that I think I need to be taken care of. Therefore, I am proposing to add a Code of Conduct, to define the behavior for the Vim community. I believe most of this is obvious, but nevertheless I wanted to have clear rules and consequences documented. It is adapted from contributor-covenant.org and adjusted specifically to the Vim community. It is meant as general guidance, not targeted at anybody specifically.

In addition, I feel like the flood of AI generated PRs needs to be taken care of specifically. It's getting too hard to review properly and may cause more harm for the Vim project in the long term, so I am proposing to be a bit more stricter rules about AI generated changes. Especially those huge AI generated code changes are not reviewable, so this needs to be broken down into smaller manageable pieces to help with the review process or I will have to close those down. This might be a bit controversial, but the culture around AI generated content has drawn away some long term contributors and I want to make sure we act on it. Vim is a mature open source project, so most bugs and peculiarities are probably well known and can wait a bit longer to be handled (if at all).

Finally, the current pace is more than I can handle. For the past 3 years I have been spending almost all of my spare time every single day on Vim. To stay healthy I will slow down and no longer try to keep up with every incoming change. This also gives others time to review properly, and it is a chance for the community to influence where Vim is heading, rather than everything being decided by me.

Note: while updating the Filelist I noticed some entries were not sorted, so I resorted it while at it.
