[vim/vim] gtk3(dialog): avoid FocusGained on close (PR #20894)

Problems:

1. Still not consistent.
2. Dismissing dialog could enter visual selection.

Solution:

Hold gui events while dialog active.

Also simplify handling and correct wrong comment.
