[vim/vim] b:netrw_curdir tracks browsing dir even without g:netrw_keepdir = 0 (Issue #19811)

qwerlkjasdf created an issue (vim/vim#19811)

Steps to reproduce

  1. Browse some directory
  2. echo b:netrw_curdir -> outputs browsing directory

Expected behaviour

They must be separated by default as claimed in docs. As a result % command creates file in browsing dir and not where vim was opened (if cd not used) even with g:netrw_keepdir = 1
