[vim/vim] Wrong Ex command executed when :g uses '?' as delimiter (PR #14837)

Problem: Wrong Ex command executed when :g uses '?' as delimiter and
pattern contains escaped '?'.
Solution: Don't use "*newp" when it's not allocated.
