[vim/vim] Errors when starting gVim with :gui (Issue #10584)

Steps to reproduce

1. vim --clean
2. :gui
3. Two errors are shown in gVim:

E1285: Could not clear timeout: Invalid argument
E1286: Could not set timeout: Invalid argument
Press ENTER or type command to continue

4. Press Enter several times and these same errors keep popping up. GVim is unusable.

Expected behaviour

No error.

Version of Vim

8.2.5111 with GTK 3

Environment

OS: Kubuntu 22.04
Terminal: Kubuntu

Logs and stack traces

I ran git bisect and found that the bug was introduced in 6574577 (v8.2.5057).
