[vim/vim] windows 10 dark mode border style (#3922)

I have a question / feature wish.

would it be possible for gvim on windows 10 to take dark mode into account?, the window borders stay lightgrey even in dark mode...

it is glaring to use one of the dark mode themes and to have that bright light gray title bar/menu bar at the top and the bright light gray scroll bars on the side...
