[vim/vim] vimrc file not working on Ubuntu 22.04 lts (Issue #11148)

Steps to reproduce

  1. Use Ubuntu 22.04 lts
  2. Open ~/.vimrc
  3. Add commands like "set number"
  4. Save and quit
  5. Open a vim file
  6. Check if the command had an effect

Expected behaviour

I was using Zoring OS lite 15 (Ubuntu based) and i installed some plug-ins on vim. Then I had to actualize it to Zorin OS 16 Core (Ubuntu based too), and the plug-ins that I make, the sames plug-ins of the previows OS, didn't worked. Finally I put Ubuntu 22.04 lts, and all the plug-ins didn't worked too.
Then i tried to use simple features of vim, like "set number", or "tabstop=4", and nothing happened when I tried to open a file.
But i entered in visual mod one time and hit "set number", and then the vim accepted the command.
The expectation is that the vim accepts the configuration from vimrc, what's not happening now.

Maybe some change in this new version of Ubuntu produced this error on VIM.
Sorry about some english errors, i'm not a native of the language.

Version of Vim

NVIM v0.6.1

Environment

Uname a: Linux gabriel-Inspiron-3583 5.15.0-47-generic #51-Ubuntu SMP Thu Aug 11 07:51:15 UTC 2022 x86_64 x86_64 x86_64 GNU/Linux.
Ubuntu with Gnome version
Bash version: 5.1.16(1).
