[vim/vim] Fix CursorLineFold/CursorLineSign docs for 'cursorlineopt' (PR #21112)

- Document that CursorLineFold and CursorLineSign only apply when 'cursorlineopt' contains "number" or is "both", matching existing behavior and CursorLineNr.
- Mention fold/sign in the 'cursorlineopt' "number" description.

Vrushali-Z left a comment (vim/vim#21112)Thanks. Happy to document the current behavior, or to change the highlighting so CursorLineFold/CursorLineSign apply whenever 'cursorline' is set and no longer depend on 'cursorlineopt'.
Which do you prefer?
- Keep this docs-only change, or
- Change the highlighting (and revert the extra docs wording if it would then be unused)
I can follow up with a patch for the highlighting change if you want that.
