[vim/vim] No blinking with MS Terminal (#8747)

Describe the bug
The cursor stops blinking after exiting vim.

To Reproduce
In WSL2 MS Terminal:

1. Cursor is blinking, run vim or ex
2. Type ':q'
3. Cursor is not blinking anymore, reset(1) does not help

Expected behavior
An application should restore the cursor attributes.

Additional context
Maybe related to DEC's private mode 12
