[vim/vim] GTK4: Fix GUI tabline not working properly (PR #20362)

Currently if you click on a tab using the mouse, it will visually focus to the tab, but nothing will happen because Vim does not handle any signals for the tabline (GtkNotebook). Taken from gui_gtk_x11.c code.
