[vim/vim] undercurl is not used in a terminal that takes it unless t_Cs is set (PR #21413)

Problem:  Undercurl is shown as a plain underline in a terminal that
          takes the curly underline, such as Windows Terminal, unless
          the user sets t_Cs and t_Ce.
Solution: When t_Cs is empty and the terminal ignores an unknown DCS
          string, ask it with DECRQSS whether it takes "\e[4:3m", and
          set t_Cs and t_Ce when it does.  Add "undercurl" to
          terminalprops().

With 'termguicolors' in Windows Terminal, the undercurl also needs
#21412 to be merged, which makes t_8u use colons.
