[vim/vim] `runtime` update (Issue #14066)

Are there any plans to update the runtime file with vim9script? What I can do for this.

It sounds like the question is « are there plans to update runtime files to use vim9script ». I think the answer is « it depends on the runtime file maintainer ». (This also tends to cause problems for neovim.)
