This appears for some patches in the Vim git history and also in the history available in the Vim help.
Having noticed against a fix I worked on, I became curious as to its meaning.

I assumed it was something more subtle since, for the case that prompted my question, the version 9.x.yyyy in question did not actually introduce the problem. I guess it was just a mistaken assumption in this case.
