patch 9.2.0048: MS-Windows: ConPTY not yet preferred

Problem: MS-Windows: ConPTY not yet preferred
Solution: Mark ConPTY as stable starting with Windows 11 (build 22000).
Vim will now prefer ConPTY over winpty on these systems.
