[vim/vim] Always enable ruler option in non-compatible mode (PR #18260)

Problem: 'ruler' is set in defaults.vim
Solution: promote the ruler option to a true value when run in
non-compatible mode, remove it from defaults.vim

Why do 'smoothscroll' tests need to be repeated with and without ruler?

the screen dump tests failed because of the ruler appearance. And I thought it would be a good idea to have have both options tested using screen dumps
